2004 China International Cartoon and Digital Art Festival, with the approval of the Ministry of Culture of the People's Republic of China, co-organized by the CENTER OF INTERNATIONAL CULTURE EXCHANGE (CICE) of the Ministry of Culture, the People's Government of Changzhou of Jiangsu Province and the Information Office of the People's Government of Jiangsu Province. It will take place in the city of Changzhou in Jiangsu Province from September 28 to October 7.
The main events of the festival will include: The China International Cartoon Competition and Awards Ceremony; The Forum on China International Cartoon Products and Cartoon Art; The China International Cartoon Product Trade Meeting; Screenings of excellent Chinese and international cartoon films.

一、Competition of International Cartoon Works of China
1. Admissibility

Any frame by frame or computer assisted animated video or film made for the cinema, television and/or the Internet may be entered. Only works completed after 30 September 2002 can be taken into consideration.

Works must be registered under one of the following categories in order to compete:
a) fiction films
- short films
- feature films
b) TV films
－TV series
－single programs
－TV specials
c) commissioned films
－educational, scientific and industrial films
－advertising or promotional films
－Animated program titles or video clips
d) Internet Films
－short films
－series
e) school or graduation films
To commemorate the 200th birthday of great Danish fairy tale writer Hans Christian Andersen (in 2005), a special "Andersen Fairy Tale Award" competition will be organized during the festival. All works based on H.C. Andersen's fairy tales are welcome to this competition.

2． technical specifications

a) Submissions
Works submitted for selection only can be present on VHS in the PAL or NTSC system , Digital Betacam, Betacam SP video types, DVD or CD-ROM disks.
VHS only can be presented for selection.
The entry form must be received before August 10 2004.
b) Official selection
Films selected in official competition program, must be film prints, Digital Betacam or Betacam SP video cassettes.
Films selected in other competition programs, must be Digital Betacam or Betacam SP video cassette, DVD or CD-ROM.
Producers whose films have been selected will be informed at August 16 2004.Films for competition must reach the Art Festival Organizing Committee before September 5 2004.

3. Registrations

No registration fee is required.
The number of entries is limited to 10 films per school and company.
Only correctly completed and signed entry forms will be accepted. One entry form is required for each work. Entry forms may be copied, or download from Art Festival web site: www.cicdaf.com .
Entry form and other information must be received organizing committee before August 10 2004,by mail or e-mail.
If the submitted work is a student film, the entrant might choose himself if he wants the film to be considered for the Student competition only. Each film can be selected only for one competition.
The entrant is under strict obligation to enclose:
- the director's biography and filmography
- If the work is not with Chinese dialogue , please enclose the text of dialogue or commentary with the English
translation (in order to subtitle the short film if selected)

4. Transportation and insurance

All works entered for the Festival must be sent prepaid. All videotapes should be sent to the address of the Festival Committee with an enclosed Pro-forma invoice stating: No commercial value, cultural purposes. Festival pre-selection only!
Videotapes sent for selection are not to be returned unless special requirements and prepayment are made on time.
If films selected, the Producer must supply a film print , or a Digital Betacam in PAL or NTSC system, or a Betacam SP videotape ,DVD or CD-ROM of best quality.
The Festival Committee covers the return costs for film prints selected for any of the Festival screenings. Other carrier will not be returned in principle.
In case of loss or damage to prints, the Festival Organizing Committee's liability is limited to replacement value only. The cost of replacement or production will follow the standard in China currently.

5. Subtitling

Festival Organizing Committee will subtitle non Chinese-speaking films for competition or screening.
Festival Organizing Committee will bear all expenses of this operation only if the organizers receive the complete original text of the dialogue and commentary, as well as the French or English translation, before 10 August 2004.

6. Selection Committees

The members of the Selection Committees will be appointed by the Festival Organizing Committee. The committees must be animated film professionals. None of the members must be, in any way, involved in the production or distribution of works submitted for selection. The Selection Committees are responsible for choosing works presented in the official selection. There is no limit to the amount of films selected from various country .
The organizing Committee will choose the work presented according to its quality and interest. Especially attach importance to innovation of films.
After written notification of the selection committee's decision to the producers and directors, no request for the withdrawal of a film presented for official competition will be accepted after 5 September 2004.
Producers whose films have been submitted for selection but not selected will be informed by e-mail before 31 August 2004.

7. Films selected

The Art Festival Committee will inform the producers whose films have been selected by e-mail or fax to insure getting the information to make up a list manual of Art Festival. (a photo of director 6cm×8cm, 5 digital color stills ,as minimum 6cm×8cm,300dpi)

8. Invitations / Accreditations

The conditions for covering costs for directors whose film selected for official competition or screenings are the following:
Fiction film, TV film, school and graduation film: accommodation and meal allowance and tickets for one director only (in case of co-direction)
Commissioned films, Internet films: the tickets of Festival and forum
Non-competition: the tickets of Festival and forum
The Festival Organizing Committee will not cover or render travel expenses.

9. Juries

The juries of official competition will made up of 9 members, as minimum 4 of them will be foreign personalities.
All of them must be professionals including director, teacher, producer and critics.

11. Copyright

Each entrant declares to be the author or rightful owner of the film(s) in competition. In the case of collective collaboration and composite work, each candidate undertakes to present such a film if he/she effectively holds, or is duly entrusted with all the literary and artistic rights. Failing this, the film must compete under the name of all the authors. Only directors mentioned in the film entry forms will be taken into consideration.
The simple fact of each entrant taking part in the competition confers on the organizers the right to present the work, free of charge (in full or as an extract), on any media or public screening, for non-commercial purposes; The producers and directors of award-winning films should mention the prize obtained, the year and the name of the Festival
(China International Cartoon and Digital Art Festival) in the credits of their film and on all advertising material.

12． Screenings

The Committee is in the process of digitizing all films presented for selection as part of its film conservation project.
All the films selected and screenings will be presented during the Festival. The Committee will decide the order, sort and schedule.
Each entrant taking part in the competition confers on the Festival the right to show the work at maximal three additional special screenings for non-commercial purposes. If the work needs to be shown on TV, the committee must have the authorization of the owner.
Internet cartoon works selected or screened in Festival, implies authorize the committee to conserve and show the works within a year after the end of the Festival.

13. Advertising and exhibition material

The organizers are happy to receive any available advertising materials ( posters, leaflets, etc),they can deposited with the Changzhou museums to the city of Changzhou, according to current procedures in China museum.
14. Choice of jurisdiction
Participation in the Festival implies acceptance, without reservation, of the terms of the present regulations. Should any contestation arise, the court of Beijing district has sole jurisdiction and the Chinese version alone has legal value. The Art Festival Organizing Committee reserves the right to the final interpretation of the regulations.

二、China International Cartoon Forum

Any person professional is welcome to lecture about a subject which is thought valuable on the forum, including teachers, directors, producers, publishers, investors and enterprisers of derivative products of cartoon programs.
Entrant should fill in the application form with name, age, occupation, resume, contact information and the abstract of speech not less than 300 words. Please send the application form by e-mail (animated-cice@vip.sina.com ) or fax (008610 84002699)
Please send a photo of the entrant (6cm×8cm) and the completed speech text (in order to translation and simultaneous interpretation) to the Art Festival Committee.
The committee will inform the entrants before 31 August if they have been invited to give a lecture by e-mail or fax. The committee will cover the cost of international travel, inland travel, accommodation and meal allowance in Changzhou. The committee will pay the lecture for the speech.

三、China International Cartoon Products Trade Meeting

1． Exhibition Summary

The trade meeting includes cartoon programs market and cartoon products market. They are all welcome to the proper trading market, like the producers, publishers, TV channel governor, bookman, assistant manufactures, hatchers, training institutions and any cartoon products, as cartoon films, cartoons, electronic games, electric toys, downy toys, dresses and stationeries etc.

2． Registration

The applicant must fill in the application form with your name, age, occupation, contact and product description as well as the requirement for the exhibition booth. After that please mail one picture of the enterprise's artificial person or office location to the Festival committee with the entry form. Besides, please mail the application form to the address "animated-cice@vip.sina.com" or fax to 008610 84002699.
The area of each exhibition booth is 10 square meter (5m×2m). The booth cost is RMB1000 (US$220) per 10 square meter. You may order more than one booth. When you mail registration materials, please remit the booth cost to the following accounts:

3. Exhibition Open Date

China international cartoon works trade meeting will be held from Sep 28 to Oct 7.
All the booths must be mounted before 17:00, Sep 27 and be moved out from 15:00, Oct 7. The exhibitors should not withdraw the exhibition during this period.
In case some ordered booths are not used at 17:00, Sep 27, the committee has the right to give the booths to other applicant without informing the original owner. The booth cost can not be paid back.

4. Competition Rules

The exhibitor should pay the exhibition cost in full amount required in the application form. Only after it receives the application form and exhibition cost, will the committee reserve the booth for the exhibitor and inform the exhibitor and send invitation letter by e-mail or fax, so that the applicant can handle the related procedure.

5. Transportation and Insurance

Companies who participate in exhibition and exhibitors should choose whether insure equipments, personnel or financing, during move-in, move-out and open of exhibition. The committee doesn't respond in any damage or loss of equipments or financing.
Company who participate in exhibition should cover the cost of both ways transportation expenses and customs of import and export.
